　1.microcredit 是种小额贷款吧。

　　阅读：可以减轻贫困，because it can help the poor start their business.但是这个办法存在问题，不可行。1st，the poor do not have much knowledge and experience about running business, 会导致失败 2nd，bank 办手续花钱，所以能借出去的有限 3rd，microcredit spend money of the government, 而**本可以把钱花到跟实际的地方，比如教育，基础设施来减轻贫困

　　听力：against reading。microcredit可行。1，可以教the poor，how to budget balance, how to low cost.... e.g some organizations in India do so. 2, bank can lend money to group instead of individual，thus the cost is limited and the bank can lend more money. 3, the money of microcredit come from non-government institutions. on the other hand, it saves money of government. the government can spend more money on more important projects.

　　(1), 认为没用，因为the poor 没有business 的经验， 听力中反驳，说可以 educate them, 并举了例子 india, teach them how to finance, how to buget

　　(2). 增加银行 administrative cost, 听力中 说可以 给 a small of group, instead of each person , 这样的话， cost 也不会增加

　　(3). 这样的话 政府 投资给poor的会减少。 听力反驳， 说这样的话，比如穷人从international 机构中 获得贷款之后， goverment save money 可以用于 bridges and road什么的。
