That is a groundbreaking achievement in a society where just 35 percent of the female population works. Bachelet will also be the first atheist and divorcee to assume the top slot in a country where 76 percent of the population is Roman Catholic and where divorce was legalized only a year ago. Bachelet has three children from two men. She refuses to discuss her marital status, saying it's a private matter. As defense minister, she increased the number of women working in the armed forces. As health minister, she legalized the sale of the morning-after pill by prescription. Some other new laws that she supported have transformed Chilean society: the divorce law, a law banning sexual harassment in the workplace, and a law making domestic abuse a crime punishable by more than a decade in jail. During the presidential campaign, she promised subsidized childcare, expanded support systems for abused women, and a cabinet in which 50 percent of the members would be female. "Women can be closer to the people's needs," she argues. Indeed, Bachelet's agenda is mainly oriented toward social change. She wants to establish a code protecting workers, a ban on discriminatory regulations in the public sector and legislation that would provide working women the right to nurseries for their children. As one of her first steps, she says, her government would open 800 new or remodeled nurseries during the first 100 days of her government. Bachelet— her "I am with you" campaign slogan is aimed at the underprivileged—is also planning to provide subsidies to finance and expand kindergarten education and increase the number of scholarships available to needy students. Other promises include a program to provide free hospital health care for over-60s; funding for retraining over-40s who lose their jobs and Bachelet announced that she will create the first Chilean Ministry for the Environment. |
