| The overall employment situation in Chinese cities appears to be stabilizing and the country may create up to 11 million urban jobs this year, 2 million more than its target of 9 million for 2009 due to accelerated economic recovery, said Yin Chengji, spokesman of the Ministry of Human Resources and Social Security at a press conference Friday. According to Yin, by the end of the third quarter, 9.15 million people had registered for unemployment in urban areas, 4.3 percent of the total urban population at the end of September. The figure was unchanged from the levels of three months ago and up 1 percent compared with that of the end of last year. The newly-filled employment positions in China’s urban areas hit 8.51 million in the first nine months of this year, making up 94 percent of the government’s target of 9 million for the whole year, and it is likely to hit 11 million, Yin says. "The employment situation overall is stable in recent months," Yin told the media. He also believed that the jobless rate for the remainder of this year will be maintained at 4.3 percent and he also predicted a steady future for next year. He said the stable employment sutuation also helped the country maintain social stability and encouraged consumption, as the world’s third-biggest economy rebounds from its weakest growth in almost a decade. Coastal businesses are now experiencing labor shortages because exports are recovering and migrant workers lack some skills, Yin said. He also pointed out that the official rate reflecting joblessness among registered city dwellers is understated because it does not take into account migrant workers and recent university graduates who may also be looking for work. Yin also said that during the January-September period, 4.02 million laid-off workers in China found new jobs, accounting for 80 percent of the government’s target of 5 million for the whole year. China’s economy reported an accelerated 8.9 percent growth in the third quarter and 7.7 percent growth in the first three quarters Thursday. The government aims to improve social-security coverage for students, migrant workers, urban residents and laid-off workers, the spokesman said. He added the country will study tax-cuts to encourage companies to hire those laid off. |
